Joe Buche
Chairman & Executive Director
Served as the Regiment’s 77th Regimental Commander
Joe Buche is the Chairman of the Board and Executive Director of the Foundation of The Old Guard, Inc. (FOGI), a small 501 (c) (3) charitable organization focused on supporting the 3d U.S. Infantry Regiment (The Old Guard), those who serve or have served under the Regiment’s colors, and their families. He also serves in leadership roles in other veteran and non-profit charitable organizations.
Joe spent over thirty years on active duty in the US Army, retiring as a colonel of infantry. He commanded infantry units in two wars and served as a corps-level chief of staff in a third war. During his career he was fortunate to lead four companies, an infantry battalion, and an infantry brigade, serving as the 77th Regimental Commander of 3d Infantry Regiment (The Old Guard). Joe also served on the Army and Joint Staffs. In addition to US military units, his service included time in NATO, as a senior fellow at a DC think tank, and as an executive in the National Counterterrorism Center and the Defense Advanced Research Projects Agency (DARPA).
Following retirement from the Army, Joe worked for several years as a program manager for the Johns Hopkins University Applied Physics Laboratory managing a multi-million dollar program analyzing classified national security challenges.
Joe earned a bachelor of science degree in economics from the University of Wisconsin and a master’s degree from the US Army School of Advanced Military Studies (SAMS). He is a member of the University of Wisconsin Army ROTC Hall of Fame, the Army Ranger Association, the Experimental Aircraft Association, and American MENSA.
Joe is married to CJ Buche, a retired Army lieutenant colonel. They have two daughters who have fond memories of growing up while living at a series of US Army installations.
Ralph Jones
Treasurer
Ralph Jones is the Treasurer of the Foundation of The Old Guard, Inc. (FOGI), a small 501 (c) (3) charitable organization focused on supporting the 3d U.S. Infantry Regiment (The Old Guard), those who serve or have served under the Regiment’s colors, and their families. Ralph has also served in leadership roles in his church and on the Board of Directors of his Homeowners’ Association for over 20 years.
Ralph served in Bravo Company of the 3d Infantry Regiment (The Old Guard), attaining the rank of Sergeant and leading the Company’s Color Team in funerals and ceremonies.
After his service in the Army, Ralph attended Washington & Lee University in Lexington, VA, where he studied economics. After college, he worked for 33 years for Patton Harris Rust & Associates (PHR+A), a civil engineering and land surveying firm, focused largely on land development in Norther Virginia. He obtained Land Surveyor’s Licenses in Virginia, Maryland and Washington, D.C. and led his team in the preparation of right-of-way acquisition plats for the Dulles Greenway, a privately owned toll road connecting Dulles Airport to Leesburg, VA. In the District of Columbia, Ralph was privileged to work on re-establishing the boundary of the Washington Navy Yard, completing some of the necessary research reviewing letters from President Roosevelt to the Secretary of the Navy in the National Archives.
Ralph now works with his wife Sharron in their real estate business in Fairfax County and are the proud grandparents of their daughter’s 6-year old boy.
Matt DeWaegeneer
Operations Officer
Matt DeWaegeneer is the Operations Officer of the Foundation of The Old Guard, Inc. (FOGI), a small 501 (c) (3) charitable organization focused on supporting the 3d U.S. Infantry Regiment (The Old Guard), those who serve or have served under the Regiment’s colors, and their families. He also serves as a government contractor supporting the U.S. Navy Chief Information Officer (CHINFO).
Matt spent twenty years on active duty / National Guard in the US Army, retiring as a major of the Adjutant General Corps. During his career he was fortunate to serve as the “Voice of the Old Guard” while assigned to the 3d Infantry Regiment (The Old Guard). Matt also served on the Division staff of the 3d Infantry Division both home and abroad. Matt has served at all levels from squad leader to G-1 staff at TRADOC, his expertise and ability to communicate the Army’s mission has led to his success in public affairs.
Following his time on active duty in the Army Matt worked for several years as a communications / strategic communications program manager for the Defense Acquisition University, Army G-6 and other clients supporting the Department of Defense.
Matt earned a Bachelor of Science degree in communication from the University of Maryland and a master’s degree in human resource management from Webster University. He is a free-lance writer for DC Military magazine “At Ease” as well as little league coach for his son and daughter.
Matt is married to Lia Lopez, an accounts payable administrator. They have two children that keep them busy and continue to build memories and remind him why he served.
Antonio Crawley
Development Officer
Antonio spent twenty years on active duty in the US Army, retiring as a first segreant of the Quartermaster Corp. During his career he was fortunate to lead serve as the Regiment Operation SGM/NCOIC, TOG Recruiter, and Company 1SG (both RHHC and 529th Support Company) while assigned to the 3d Infantry Regiment (The Old Guard). Antonio has served at all levels from squad leader to Department of Army staff at the Pentagon, his expertise and ability to communicate the Army’s mission has led to his success in various fields.
Following his time on active duty in the Army Antonio worked for a couple of months as a Diversity Equity Inclusion Accessibility (DEIA) Manager for the Department of State.
Antonio earned a Bachelor of Science degree in Management with Human Resources Management Concentration from the Post University. Antonio has two children that have successful careers in DMV area and Richmond, Va.
Jason Garkey
Secretary
Jason dedicated over twenty‐seven years to active duty in the US Army, retiring as an infantry colonel. His distinguished service with the 3d US Infantry Regiment (The Old Guard) included three assignments, culminating in his role as the 81st Regimental Commander. During the State Funeral for President Ronald Reagan, he served as the escort to the Reagan family while assigned as the aide‐de‐camp to the Commanding General of the Military District of Washington. Outside of his time with The Old Guard, Jason was deployed to Iraq during the “Iraqi Surge,” commanded a special troops battalion in Afghanistan, and served overseas in Korea, Germany, and Kosovo. He commanded at every level from company to brigade and held senior staff positions on the Army Staff, Army Secretariat, and the Office of the Secretary of Defense.
In addition to his operational assignments, Jason led the Reserve Officer Training Corps battalion at the University of Richmond, which included six different colleges and universities and served as a counter‐terrorism fellow in the College of International Security Affairs at the National Defense University. Following his retirement from the Army, Jason continues to contribute to national security as a Chief Security Officer for companies under National Security Agreements resulting from Committee on Foreign Investment in the United States transactions.
Jason earned a Bachelor of Science degree from the United States Military Academy at West Point, a Master of Business Administration from Troy University, a Master of Arts in National Security and Strategic Studies from the US Naval War College, and a Master of Science in Strategic Security Studies from the National Defense University.
Jason is married and has two children.
